Why can’t Irish passport holders in Northern Ireland vote in Irish elections?

While people living in Northern Ireland are entitled to dual British and Irish citizenship, one journalist believes that the spirit of the Good Friday Agreement is not being followed because Irish citizens here are not allowed to vote in the Republic and are therefore disenfranchised.
